That is something that would apply to someone making the cable, or making clamps, or making some kind of equipment that used NM cable in an assembly subject to UL listing requirements.
The other case where I have seen such things is in military equipment where some geek has written a specification that a piece of equipment must last for 20 years without failure and they want you to prove that it will survive some outrageous combination of temperature cycling between -40 and + 160 F, ozone, ultraviolet, fungus, humidity, and whatever else they can think of.
