Fixed Multi-Outlet Assemblies

I am working on a design of a fan/light cloud like that seen in hardware stores. I am using a fixed multi-outlet assembly as per NEC 220.14. The track has receptacles every 18". Per the code this would either be 180VA every 5' or every 1'. My interpretation is that using every 5' would be appropriate because the fans/lights are not going to be plugged into every outlet, but what is the proper interpretation?
 
I am not sure of this but I am thinking if this track is mounted on the ceiling for lighting load I am not sure I would calculate it as recep. load. I see no exception for what I said so..... I would have to say if all the outlets are not being used simulataneously I would say every 5 feet at 180 VA.
 
When I walk by those displays it typically seems all loads are on.

I would not hesitate at all to apply 220.14(H)(2) figuring each 1' as 180 VA.

With the 18" spacing it's overkill but I don't see a way around it.
