I went to a job to give a estimate for a new oven circuit. The main panel was upgraded.I opened up the main panel, the main panel wasn't bonded, the service enterance conductors weren't long enough so he kernyed them.Water pipe wasn't bonded.Pulled a wire right out of a breaker. So i ask the homeowner if the guy who did this was licensed she said no.I said have you tried to call him she said yes but he doesn't anwser. He tied the dryer circuit and the oven circuit together so the breaker keeps tripping. Also the main panel is outside but is made for indoor.I new something didn't look right when i first saw it.It was just a estimate for a new circuit now it's alot more!Thank you handyman hack! When cheap becomes expensive!P.S a question, the service enterance conductors being kernyed because they are so short is that a code violation?Thank you.

For the splice question.

Not a violation.

...but you may want to check them, given all the other junk you saw.
