For many years I have been of the opinion that if an electric discharge fixture was to be cord connected, unless it was a factory assembly, the cord had to terminate in an attachemnt plug. Currently this jurisdiction is under 2002 Code, so I reference 410.30(C).
It has been called to my attention that the wording of that section starts "shall be permitted to" and not "shall be".
In addition 400.7 & 400.8 do not seem prohibit a cord connection without an attachment plug on an electric discharge fixtre.
