yeah i am away from my book, thought someone might help, sorry to bother you.

Thats ok my wife bothers me all the time.:D What kind of hanging light fixture are you asking about. If it's track lighting then 410.151 C 8, locations not permitted. Less than 5' above finished floor except where protected from physical damage or track operating at less than 30v rms open-circuit voltage. For lighting systems operating at 30v or less then 411.5 C, Secondary Circuits. Bare conductors shall not be installed less than 7' above finished floor, unless specifically listed for lower installation height.
 
In a commercial occupancy, ADA requirements in the Building Code mandate that there shall be no objects in the accessible path of travel between 27" and 80" above the finished floor. Sometimes what may seem to be an electrical code question is really a Building Code or other code issue.
