Fixture on ceiling access panel

The architect is asking me if a light fixture can be installed on a ceiling access panel. The ceilings are dropped structured ceilings where a hvac units will be installed, hence the access panels. The ceilings will be finished off with gypboard. I've searched through the code and can't find anything saying you can't do it. I don't see how this would be any different from a fixture installed on the tile of a hung ceiling.

Curious what your thoughts were.

The access panel would work more like a hatch. You would push up and then slide it over. Exactly like you would with a hung ceiling tile.

My thoughts are that in order to accomplish this, a flexible cord would be needed for the fixture and as far as I know, flexible cords are not allowed as a wiring method above ceiling panels or as a substitute for fixed wiring.
