Flex cord and plug section is pretty clear that flex cord and plugs are not allowed to be routed through holes in walls. There is exception if routed in raceways. (Sorry I don't have the code section)

I commonly see 6" conduit sleeves installed in walls to route communications cables into adjacent rooms. Would a flexible power cable be allowed to be routed in such a conduit sleeve and plugged into receptacle in an adjacent room. (Assume the power cable is not in the same conduit sleeve with the data)

I would think not because unplugging of a device is a means of disconnect. If it is plugged into and outlet on the other side of the wall, you can't easily unplug it. However, I can't find code to back me up.

What do you think?

Did you try ARTICLE 400 Flexible Cords and Cables? ;)

400.8 Uses Not Permitted.
Unless specifically permitted in 400.7, flexible cords and cables shall not be used for the following:

(1)As a substitute for the fixed wiring of a structure

(2)Where run through holes in walls, structural ceilings, suspended ceilings, dropped ceilings, or floors

(3)Where run through doorways, windows, or similar openings

(4)Where attached to building surfaces

Exception: Flexible cord and cable shall be permitted to be attached to building surfaces in accordance with the provisions of 368.8.

(5)Where concealed by walls, floors, or ceilings or located above suspended or dropped ceilings

(6)Where installed in raceways, except as otherwise permitted in this Code

The answer to your question is that you cannot run it through that sleeve. Article 400.8 says it all.
