Flexible Cable for UPS Connections

Howdy, I saw in an outdoor-rate energy storage cabinet, the use of SOOW cable being used to connect to a UPS outlet and hardwired into a junction box used for system controls (all inside the enclosure). Can anyone guide me to the NEC section that might allow this use? Seems that 400.10 does not allow this, but this is a unique application being in electrical equipment. Thanks!
 
What's unique?

If the cabinet is a manufactured assembly and sold as a unit, the NEC may not/probably-doesn't apply to the internal wiring. Or if it's built as a UL-508A control panel, that might cover the use. There are a lot of "it depends" on how it was designed and constructed.
 
I don’t believe NEC would allow but it’s likely a UL 508A application, which would not allow. I installed a lot of UL 508 cabinets and the integrator used an AB/APC DIN rail mount listed UPS. Later we switched to a DC UPS, with a ten year battery. The DC UPS was far more efficient
