Flexible Cord in Office

Is it permissable to wire portable office partitions with SOW cord? This is in a temp office trailer that will remain on site for the duration of construction. The contractor wants to use the cord to go from one partition to the other through the floor, under the trailer, up into another partition. The partitions are wired from the bottom and are about 3-inches wide. They will be moved at different times during the project.
 
I think they have the cord and have started the installation. One of the installers has raised the question.
 
In a temporary installation as you mention, it would be permissable under ARTICLE 590 Temporary Installations IMO.

590.4
(C) Branch Circuits All branch circuits shall originate in an approved power outlet or panelboard. Conductors shall be permitted within cable assemblies or within multiconductor cord or cable of a type identified in Table 400.4 for hard usage or extra-hard usage. Conductors shall be protected from overcurrent as provided in 240.4, 240.5, and 240.100. For the purposes of this section, Type NM and Type NMC cables shall be permitted to be used in any dwelling, building, or structure without any height limitation or limitation by building construction type and without concealment within walls, floors, or ceilings.

Wiring within partitions with cord in my opinion is not permitted by the NEC, even for temporary wiring. Using cord for temp wiring is permitted(on the surface of the partition), but I believe the cord still has to conform to the fact that cord is not to be installed concealed in any application. For temp exposed, yes; for temp wiring of partitions no.
