Flexible Cords and Cables

In NEC Article 400.8 (5) it states flexible cord and cable are not permitted to be located above suspended or dropped ceilings. Is this the final word or is there a modification of this code?
 
therb I do not think so. Reason those cords can go unintended/not inspected for long periods of time and dry out etc....
 
The bad thing about this article is that it only says you can't have flexible cord above the ceiling. Nowhere in the NEC does it say that you cannot install a receptacle above the ceiling.

We just built a mall here and in almost every store they had a device that had a cord on it above the ceiling. At rough I told them that they could not have an outlet up there and being good contractors they challanged me as to where it said it in the code book. I told them that I stood corrected that they could install it up there, but that they couldn't plug anything into it.

A pretty good argument can be made that the NEC pretty much stops at the outlet. The device plugged into the outlet is not really covered by the NEC. The cord is part of the device plugged into the outlet, not part of the building wiring system.
 
The receptacle above the ceiling grid can be used by a service man. The cord that is attached to a device that is permanently mounted is not coverd by code?
