Changing which breaker the TV circuit and light circuit is on may help. It may be next to a breaker feeding a major appliance. Although this is an unlikely remedy I have seen it work successfully. To protect the TV, especially if it is a good quality one, you can put it on a UPS. (Uninterruptable power supply) You should be able to buy one online for about $100 whcih is a cheap investment if your TV costs over $1000. This will provide clean, regulated power and even run the TV for a few minutes during a short power outage. Surges can destroy electronic appliances, the UPS is a quick, cheap and easy way to protect expensive electronic equipment.
