Flooded panel by city sewer

A resident asked me if their city sewer flooded basement 100 amp panel is required to be replaced? NEC? or local code? What about the outlets that also got covered with 5 feet of water?

Here's a question:
Why would you NOT want to?
The answer to that is going to vary from person to person and most will base it on cost and many of those will not factor in potential damage to non-electrical property when not replaced.

You would not want to replace the breakers?
I have in my possession of arcing inside breakers that had been submerged.
I also have a load center interior that has a burned hole in the back from a bus bar arcing to the can.
Most insurance companies will not even question and cover the replacement.

Just because there is not code does not mean that it may be necessary.
