Floor box/ stairwell railing

I've got a railing that is protecting a stairwell leading to the basement, it is located on the side of the living room. The total length is 11'. Is a floor outlet required along this distance? Code speaks of railing's used as room dividers, would this application be considered as such? thanks.

I would say it needs to be considered wall space and needs receps. Even if it weren't required, as a practical matter I would think you would want them.
