Are there any licensing requirements in the NEC regarding the upgrading existing flourescent fixtures by replacing of magnetic ballasts with electronic ballasts and T12 lamps to T8?

Licensing requirements are covered by the individual States.

What State are you from?

I am in Texas but coincident or not, I am looking at some projects in New Jersey. Any NJ state requirements on changing ballasts and lamps?
