Flow switch?

An Update. Thank you all for your posts, this project is on hold indefinitely. There was no real flow into the pond. I walked up steam ( the stream feeding the pond) which also is mostly dried up. Looks like the stream was fed through a culvert drain from another pond (which is drying up) and that pond was fed from a river which is fed from another culvert drain. Looks like there was a damn in the river that helped feed the water into the pond- stream system which needed repair years back but these people couldn't get together and come up with $30k to repair it. The culvert drains are pretty much rotted away or gone or clogged up. I rented a magnetic locator and located a bunch of drains (I think) that are no longer function. I checked with town hall to see if they had records (maybe 1950's) but no luck. It wasn't maintained so now its turning into stagnant swampy mush hole, and down stream from the pond I was working on is completely dried up. Eventually I guess the whole thing will dry out. Thing is now too, now if they wanted to start repairing and digging and replacing drainage, the state would probably need to be involved, the EPA, engineers etc..
I look at arial views of just a few years ago, it was pretty great. But now there are 20 homes that use to have a stream and several ponds in that back yard that now don't. Very sad.
