Fluorescent to 0-10v Dimming

Building wants us to price replacing all fluorescent fixtures with dimming and say we are just to remove and replace in kind, no wiring. I'd say that's impossible if I'm replacing with the below fixture, correct? I will have to rewire to some extent I assume? Would need dimming controls as well I suspect.

These fixture were installe 25 years ago.

It is not impossible. Replace the old fixture with that new one. Just safe off the 0-10 wires. The light will operate at full brightness.
 
If the old fixtures are 0-10 v dimming, then all that would be needed fixture to fixture replacement. But if the existing dimming is not, then some changes will be needed, unless you order wireless 0-10 dimming on the new fixtures, then the dimmer will need changing. If no dimming is needed, then as others have said, you just leave the dimming wires disconnected.

If they want them top dim yes then you'll need dimming controls and some type of control circuit for the 0-10 volts.
