Flush mounting disconnect?

Normal 3R disconnects and the like are not intended to be flush mounted. Besides, how would you gracefully get the wiring out of the wall to connect to the condensing unit? Also a violation of 312.2. There was period in Miami-Dade county (FL) when some thougth it was a cool idea to recess the meter socket in the exterior masonary block wall of homes. As I recall, then Elec Chief Morris Kaplan put a stop to this by also referring to the NEC violation. Also see similar installs where they install siding or brick, etc around 3R equipment which I believe is also a violation and not a good practice in any event.
