Please reword or explain in different ways... perhaps more detail. As worded, your questions do not make any sense regarding the subject matter.

Ok, Can we run the water pipes in transformer room.
If yes, what is the range of transformer vault to avoid that.

If by transformer room you mean transformer vault, water pipes that do not deliver water specifically to the vault for a related purpose are not permitted... and I can't imagine water needing delivered to a transformer vault. Uncertain what you mean by "range" and "avoid", but IMO the preceding is true for the entire vault "cavity".

Fire protection piping and chilled water for air handlers designed to keep the transformers cool are allowed. All others are not.

Hmmmm... so an 8" chilled water header that serves a bank of air handlers - one of which may serve the vault - can still be run through the vault? How about the ductwork? It seems to me that the NEC wording should be more specific. The objective of a vault is fire and conflagration containment and would rather be difficult to accomplish if major lines and especially ductwork run through it, not to mention that 'a' transformer fire can disable the entire HVAC system. So wording ' auxiliary piping, ductwork, etc. exclusively serving the transformer' or similar would be more appropriate.

I disagree, Laszlo. The branch that is involved with cooling the room is not foreign. All others are foreign. The present wording of the article makes that clear enough, I believe.
