Foreman/JM/Apprentice Ratio

Don't know if this is more geared towards union work force. When estimating a job and you come up with your projected labor hours how do you figure what % will be journeyman/foreman/apprentice. I heard that foreman(supervision) make up about 10%...is the rule of thumb. Thanks

Typcially one foreman for up to 15 men. App/JM ratio 1/3.
Our ratio of foremen (including general and senior) to other electrical workers (which includes apprentices) is roughly 9 to 1, under our inside working agreement.

JIW to A ratio is 3 to 2 respectively.
