I would like to know the formula to figure out wire size and overcurrent size for a particular situation. 460 volt 3 phase bus duct feeding a 64 kva piece of machinery.

Do you have a code book?
If its a motor follow the rules for ampacity of conductors in Art 430. Conductors are sized per Table 310.16.
Or are you asking how to convert 64 kva into a ampere load?

As already asked, what specifically is the equipment? It should have a nameplate & on that nameplate is an ampere rating. According to code this information is what you need to use.
