Forum Rules and Regulations feedback

Couple items of feedback after reading the forum Rules and Regulations, I'm sorry if this misplaced.

- under "Complaints" -- as a new member I don't seem to have ability to Private Message other members--at least it's unclear how after clicking on the mail icon that shows conversations. (I am able to reply to conversations others have started with me however.)
- under "Responsibilities" -- at the end of that section is "contact us"[https://forums.mikeholt.com/misc/contact]. That URL is a dead link.
- under "Helpful tips for new members" -- consider a pointer to an Active Forum category for getting help with/submitting feedback on the forums. (Or add that to the "Help" page at the very bottom right of the website.)
 
Private messages will be enable automatically after you have made a few posts. It may take some time for the software to catch up.
 
Re: contact us link --
It could also be an issue with new users and permissions, what happens when I click it is:
"""

Oops! We ran into some problems.​

You do not have permission to view this page or perform this action.
"""

So it may be working for long-timers but not new people, perhaps something to fix since I imagine new people are target audience for clicking it.
