Found this surprise in a service panel, not sure what it is- please help identify

I am a property inspector and found this circuitry behind what I thought was a relatively empty subpanel. It seems like some kind of relay system, but not sure exactly. Any thought?

Probably lighting contactors. Is there a timer or master switch nearby?

I can't see it clearly when I enlarge it, but yeah it kind of looks like contactors.

It looks like a bunch of 2 pole relays.
Might be an old lighting control system, by someone who did not like GE RR relays or for load shedding.

It looks like an old GE lighting control system. If it is still in use, the light switches will not look like the standard switch.

Sounds like something with lighting. House is from the 70’s. Lots of messed up electrical anyways for a sparky to be busy with this house so they will decide what to do with it.
