Fountain lighting

I'm a general maintenance man in a commercial location with a medium sized fountain that has 2, four inch diameter lights. The two, raised j boxes are powered by a 20 amp breaker. The landscaper wants to connect some new planter lights to the boxes as they are already on a timer and are easily accessible. The load is not a concern, there won't be many lights. My concern is if the boxes and breaker have to remain totally dedicated to the fountain lights. I've asked several electricians and I've answers ranging from: "it has to remain totally dedicated," to, "technically yes, but it doesn't really matter." Your thoughts?
