Freestanding fountain adjacent to swimming pool

Want to put a self contained fountain adjacent to an existing in-ground pool (perhaps 3' from the inside of the adjacent pool/spa). Section 680 is a little confusing. It looks to me that I can have a fountain with a submersible pump with a cord < 10' long plugging into a GFCI outlet that meets the distance requirements from the pool. Is that right? Is any submersible lighting permitted? Is there any way to permanently wire it legally? Does anything change if the submersible pump is 12V rather than 110V? Don't want to go talk to the City and pull a permit until I have a plan that is workable.
