There was a fence company around here that had a rig set up to pull fence posts out of the ground so they could be reused. They used to advertise it a few years ago, but I have not run across their advertising lately. Maybe it was not worth the trouble.
As for concrete recycling, a few years ago I pulled a couple concrete plugs out of the ground from a fence I demolished. These things where damned heavy. Took a two wheeler to get them out to the street. I was pretty sure the garbage truck would not take them as one guy would have had a tough time putting them in the truck. To my surprise, the scavengers that come through the night before garbage pickup took them.
