Fuse did not blow

Forgive me for my lack of knowledge as i am just a DIY homeowner. But I have a question that maybe someone can answer/

I am in the process of rerouting a couple of electrical outlets and in the process i cut into an energized #12 stranded wire with a screwdriver. Of course, I melted a bit of the insulation, though I think the wire looks fine. But, out of curiosity, why didn't the fuse blow?

Also, is it okay to just wrap the exposed wire with electrical tape being that if I cut that piece off the wire will be VERY short.
