Is there a code issue to use 50A breaker(in elec. 480/3 panel) to feed an existing 70A, 480/3 fused disconnect, then a motor?
 
no. kind of....

There are limited parts of the code that require OCPD be coordinated. You just need to make sure you got the normal stuff covered. Wire protected, motor protected, etc.

So it's 50 amp circuit breaker feeding a 100 amp disconnect with 70 amp fuses feeding a motor? Can the motor start and run with the 50 amp circuit breaker?
 
The disconnect is acting more like a non fused disconnecting means for the motor in this scenario.
Without fuse reducers you wouldn't be able to fuse it low enough to help with any type of overcurrent protection beyond the 50a OCPD feeding it.
