Yes those are all issues, but don't breakers have the same issues?
Is it possible to provide the required selective coordination for emergency systems operating on generator power with either fuses or breakers?

You pretty much need to be all fuses or all breakers, but selectivity is posible. The biggest problem is the designer that use breakers for normal distribution, and fuses for just the generator output.

Can you expand on that?
Sure. Protective coordination means not only operation of downstream protective device before upstream protective device operates but also coordination of the protective device with the thermal damage curve of the equipment it protects. In this respect a fuse may perform better than a breaker.
