I don't know where you are from, but around here I think they call those a "cliff" :)

Due to a rush this morning I have only read thru the first page, so if somebody else mentioned this then please I beg your pardon. We sometimes have this to deal with. Our poco requires a 18"x12"x10" 3R box get mounted on the pvc riser between grade and the bottom of the meter socket. That has been a saver in more than one case I have witnessed. Also I have packed the 3" duct with duct seal compound at the top end inside the hand hole boxes to thoroughly seal up the conduit and it also has helped. (With the full blessing of the local poco), and also at the low end where the pvc enters the pull box on the wall. I have seen a job where this precaution wasn't done and the pull box at the top end of the property was in a natural low spot that became a small lake during monsoon season. Down at the meter end it was not a pretty sight. Don't forget to seal the tv and phone conduits as well.
 
Thanks for all the good ideas, I have already discussed this with the poco and now I'll get together with the ahj and discuss this with him also, thanks for reminding me about the TV and telephone, I don't think this will be a problem, in Vermont they just come out of the stub up from the ground with there wire but this being my 1st underground service in Mass I'll check with the other utilities to make sure. Thanks
