Sure.
Panel is fed with L1, N and L2. The voltage on either an L1-N load or L2-N load will vary with the impedances involved if N is open.
But if the total L1-N impedance is infinite (no load) then the voltage from L1-N will be exactly 240 if anything at all is connected from L2-N .
Until the first device is connected to L1-N. At that point the L1-N voltage will be less than 240 for as long as that device survives.
In that special case the L1-N voltage will no be less than ~240, it will be equal to ~240.
