Bob, would the implication be that "when not used as a lighting and applicance branch circuit panelboard" means that such a panel could only be used to feed large circuits and/or sub-panels, ala 408.14 ('02)?

Or say a few HVAC units etc. anything not using the neutral for 30 amp and smaller circuits.
 
OK, fine -- I'll put in a stupid main breaker. Geez -- try to save a customer a few bucks, and everyone starts throwing code at me! :D

I also just went out and looked at the fine print on the Siemens 8/16 in my garage. It has similar language on the panel cover, so guess it means I'm putting in a main breaker.

I think that it would make a good FPN to the six handle rule: "Some panelboards may be listed for service use only when not used as a Lighting and Appliance Branch Circuit Panelboard" or something along those lines.

It definutely does not leap out at you. :)
