Only in the 2020 (and perhaps earlier) NEC. In the 2023 NEC, 625.40's requirement for an individual branch circuit is limited to circuits "greater than 16 amperes or 120 volts."That is a clear & present violation of 625.40
Just don't specifically call it a car charger circuit. A 120V 20A circuit doesn't use an EVSE mounted on the wall, just a cord that comes out of the car. A NEMA 5-20R can be for anything. Code just requires one in each car space and doesn't say what it is for.That is a clear & present violation of 625.40
