does a residential garage with only one circuit need an on/off (single pole) switch to kill the entire power, instead of having to go back to the breaker?

If it is a separate structure, then I would say "yes," and cite Article 225. If is attached to the house, then this would just be a branch circuit, like any other, and the breaker in the main panel is sufficient as a disconnecting means and as overcurrent protection.
