2008 code you need a 4 wire feeder, a main disonnect and 2 ground rods. The GEC from the ground rods get connected to the ground bar in the sub. The neutral is isolated from the ground,.

You would install it the same as a subpanel only you need a main disco and the EGC gets connected to the ground bar not to the neutral.

Under the 2005 you could run a 3 wire feeder and connect it as if it were a service but there can be no metallic pathway between the buildings.

My feeling is the code is going to 4 wires then you should run a 4 wire feeder to the structure. Read art. 250.32 in 2005 or / and 2008. Also art. 225.30

The garage is just like any other building, if there is rebar in the footing that complies with 250.52(A)(3) you have to use it as a grounding electrode, however, in that case no rods would be required.

If all they want is 2 circuits then you can run a 10/3,12/3 or 14/3 uf with ground and and use a dp switch as your disco to feed the outlets and lights. No ground rod or panel needed. Art.225.30-- last sentence
 
I see everyone keeps saying a '4 wire' but in the NEC 2008 250.32(B)Grounded Systems its says on as described in 250.118. 250.118 says 'Rigid conduit, IMC, Or EMT can be used as egc. So it appears this can be a 3 wire run in (rigid or emt) metal conduit and just do NOT connect the neutral to the disco.

What do you think??
