Adding a hand hole or a T fitting for drainage is one thing, hacking in some notches or drilling holes in the pipe is another. I should also add that Bob's example is a design issue. I don't see where the NEC would give an inspector the authority to jury rig some "Drainage" because he thinks water may or may not enter the conduit. Again I'll ask where the requirement is that you must have your pipe inspected prior to wires being pulled. (300.18 certainly does not say it) If I am doing an underground service on a house I usually lay the pipe mount the meter, pull the wires, drop in my rods at one time.
