Probably not. Unfortunately the incompetent NFPA doesn't seem to ever do any cost benefit analysis. It's sort of regulation 101 that the cost of a regulation needs to be evaluated with the benefits.
That is really up to the adopting agencies...there are lots of amendments when it is adopt that are because of the costs to comply with a new rule.

I admit I have been torn in the past contemplating whether the NFPA or the adopting agency should do the cost benefit analysis. I think I have settled that it should be the NFPA, they are the one writing the code and that is their job to come up with appropriate codes. Presumably when they come up with a new code they already have most of the data in front of them anyway.

I don't even think that cost-benefit is even part of the ANSI standard adoption process...the process that is used by the NFPA for the NEC and other standards and codes.
