Gas meter and electric panel

And the utility rules may be a separation between gas meter and electric METER. A panel may not be an issue, unless its a meter main type of panel. You do have the panel working space requirement to follow in the NEC, but it could be immediately adjacent to the gas meter and still comply with that if there is 30" of clear space.

From my experience ... when you are upgrading an old panel. You have to call for a "Spot" location from the utility. You might be in an area that is upgrading from overhead to underground. Without utility's approval you are taking a chance.
 
What area is that? Your profile shows N. CA as your location. If so then its 36" from gas riser to electrical equipment.

Here in WA, they don't seem to care. However, my panels have always been inside and the meter outside. I'm not sure who enforces the utility rules here on meter location. The L&I dept (electrical inspector) put an orange sticker on my last one, meaning they were happy with it. The guy in the Poco truck who energized it didn't seem to really care where it was as long as he could get to it. It was actually too high, but it is where it was previously located and I did not move it.

I know CA has some rather anal power utilities regarding their rules.

It's the California Energy Commission fault. They want California to be an example for the rest of the United States. This summer will be a test for their energy solutions.

I haven’t built new for a few years, so I’m going off what was told me by a couple other builders, and an inspector. It could be Not As Reported.
 
It was even mentioned to me by an inspectigator on an ATS install.

He asked me if PG&E was requiring it to be 10‘ from the gas meter.
