This question has too many open items to give a definitive answer. Ventilation, pressure relief means, vapor recovery methods, process variables, etc. all play a part of the analysis.
For example, in an enclosed location without adequate ventilation, the classification would be Class I, Division 1; however, depending on the process design, the classification could be Division 2 or possibly even unclassified.
