Gateway wiring

A company is EV chargers for us and I noticed the gateway (for communication) with a flexible cord. Typically, it is plugged into a wall socket, but installer cut the plug off and wired to a breaker. Is this an allowable installation. Does 400.10 Permitted Uses of Flexible Cords and Cables doesn't permit this type of installation?

Missing some important words-

Two parts-
Except in very limited circumstances, flex cord can't be use as permanent connection.

If the gateway comes with a factory attached cord & plug and is NRTL listed with those, and the install instructions direct installing a matching receptacle, then cutting off the plug and hard-wiring it can/will void the listing.
