GC's Bidding

On very large public project( says $20M+) how do GC's get on the list to bid the project? Does the agenmcy reach out to GC's or the other way?

Here, public projects are advertised to solicit bids. Depending on the project, the contractor may need to provide proof of license and insurance in order to get a bid package. In some cases, a bond is also required.
