GE miniature breaker question

Probably a stupid question: can a double miniature breaker rated 40 amps be split to use as two separate breakers? If yes, is each rated at 40 amps? All slots in my box are filled, but I have this double switch that I would like to turn into two singles. One circuit would include a single 30 amp freezer, the other would include two 20 amp receptacles for a woodworking shop, serving a bench saw, bandsaw, thickness planer, and drill press - only one of which would be running at a time.
