Can you change the raceway protecting the GEC from Steel RMC to Aluminum LB to Steel RMC in a continuous length. How does the Bonding of the GEC to the Steel raceway at both ends work?

I think the answer is avoid this type installation.

Yes, you can use aluminum fitting with steel RMC in most locations (344.14).

A bonding bushing is threaded onto the male threads of the conduit or the tubing connector, having a lug that you can use to connect a jumper from the GEC to itself.

I reallise a bonding bushing is requred at b0th end of the steel conduit, but Is a bonding bushing required at both hubs of the aluminum LB?

No, only at the termination points of the (electrically continuous) raceway. Bonding both ends will reduce the impedance of the steel conduit acting as a choke on the single conductor. The aluminum fitting will act as a fine section of conductor, and is effectively bonding each end of the ferrous sections.
