I have a new 400 amp 277/480 volt farm service. From the POCO transformer pad I will be supplying (4) parallel 250's to a CT cabinet. Do I need to pull a GEC too?

No. If you do you will end up connecting it to the neutral at each end and will end up creating a parallel path for neutral current. You most likely need to install a grounding electrode at each end of the run though.

Add: You need to determine where the "service point" is in this installation. Anything on the customer side of the service point gets installed according to NEC, Anything on POCO side is not subject to NEC and is likely under POCO's rules - most follow NESC pretty close.
