GEC size when using rods only

If 2 ground rods are my only electrodes for a residential dwelling service, would I be required to use a GEC larger than #6 cu. regardless of the size of largest ungrounded service conductor?

No. It wouldn't matter if it is a residential service or a 5000A industrial service. Ground rods do not require a conductor larger than #6 copper.
