GEC taps or not?

In the pic attached are the grounded conductors going to each service switch also GEC taps?

Not exactly, but you are permitted to connect the GEC ahead of the service disconnecting means in which case it can be one conductor sized for the largest service entrance conductor. Otherwise if connecting the GEC to each individual service disconnect you need either one GEC sized for largest service entrance conductor and taps from each disconnect or a separate GEC from each disconnect to the elecrode(s) sized per conductor supplying each individual disconnect.
 
The only GEC is the conductor run up to the neutral block in the wireway. Everything else would be SEC's.
