GEC Taps

In the Feb 04 of EC Mag there is an article in the questions & answer section ( page 28 ) that states that split bolt connectors are OK for taping the main grounding electrode when more than one disconnect is used. On page 134 code puzzles, W. Creighton Schwan says that taps have to be irreversible compression type and that split bolt connectors are not OK. Who is right?

EC is right for a tap, Creighton is right for a splice. See 250.64 (C) and 250.64 (D)

Ryan, I believe Creighton is talking about taps.

Let me edit this. I have much respect for Mr. Schwan, but I disagree with him on this one.
