I used to sort of think the same way about it, but NEC doesn't mention anything about one electrode having any kind of superiority over another.Just because the NEC doesn't use a particular term doesn't mean others shouldn't to describe something. The fact is, the bond to water main is far more effective than ground rods. The ground rods are supplemental, making the water main the "primary" GE.
Now if you ran a 4 AWG to a CEE then wanted to jump to steel - you have a problem if 250.66 calls for larger then the 4 AWG. But I see noting wrong with running 2 AWG to the CEE (even though 4 is enough for the CEE) then jumping to the steel if 250.66 calls for 2 AWG.
