Is there any hazard in running a "GEC" to a water service that is metal however less than 10' stubbed out into the ground. It wouldnt be an electrode however it, the water pipe,still would have to be bonded...And if I remember right I think the wire is sized the sameBut odds are I am wrong...Would the only difference be were you can attach it to the pipe.GEC within 5 ft and the bonding jumper anywhere?

There is no hazard, as you pointed out if there is not 10' in the ground this is not a grounding electrode but it would still need to be bonded if it was a complete piping system. (See 250.104(A))

You are correct, you only need to connect within 5' of where the pipe enters the building if you are using it as a grounding electrode, for bonding purposes the connection can be made anywhere on the piping system.

Also the sizing for would be the same where it is a grounding electrode or just bonding of the piping system.
