I saw in another thread from a year or two ago where someone said it was legal to drive a ground rod(s) at the service disconnect and then run the water pipe ground and gas bond to the ground bar in the house? Does this sound wrong? My service is a long ways from either of these.
 
Yeah, that does sound wrong to me. At least, you have to comply with 250.24. Additional connections may be permitted...

Gas is bonding, not an electrode or grounding. Metal underground water pipes are grounding electrodes.
 
You need to connect all of the electrodes that are present together. Here's one way to do it:

All gec must go to the service, not to a sub panel.
