Generac 300A RTSW300A3 feeding (2) 200 Panels

The setup is
Generac 300A Service rated with disconnect that will feed 2x 200A Main breakers panels in the basement (I like to have main breakers so I can shut them off even though I can use sub panels without main breaker, the price is the same for both)
The ATS only allows 1 conductors on the T1/T2 load side but I need to hit two panels.
I think the best way is using tap rules.
I am not exactly sure how the 83% rule would apply to this and if the rule carriers on through the taps. Since it is 300A ATS I would use 250 KCM Copper from 75 degree column and tap two 2/0 copper conductors (1 for each panel) from the 250 KCM.
Would this work?
 
IMO, since you are feeding (2) panels with the "taps", they would need to be 3/0 as neither is carrying the "entire load associated with the dwelling"
